The Protect Vulnerable Immigrant Youth Act would remove visa caps that currently limit immigration benefits for abused, abandoned, and neglected children who qualify as special immigrant juveniles. Currently, these vulnerable young people compete for a limited number of employment-based visas alongside other immigrant workers, creating backlogs and delays in their cases. This bill would exempt them from those numerical limits, allowing them to obtain legal status more quickly without taking visa slots away from other employment-based immigrants. The legislation is sponsored by a bipartisan group of senators led by Senator Catherine Cortez Masto and was introduced in June 2025. The bill targets a specific protection already available under immigration law but expands access by removing the numerical barriers that have slowed processing for some of the most vulnerable immigrant children in the United States.
