The AFIDA Improvements Act of 2025 strengthens oversight of foreign investment in U.S. agricultural land by expanding reporting requirements and enforcement mechanisms under the Agricultural Foreign Investment Disclosure Act. The bill requires that any foreign person holding at least 1 percent interest in agricultural land—whether directly or through multiple business entities—must report that ownership to the Department of Agriculture, creating more comprehensive tracking of foreign agricultural land holdings. To enforce these requirements, the legislation directs the Farm Production and Conservation Business Center to validate collected data, ensure compliance, and work with other agencies to identify violations. Within one year of enactment, the Secretary of Agriculture must establish information-sharing agreements with the Committee on Foreign Investment in the United States and update the government's handbook on foreign investment disclosures based on a 2024 Government Accountability Office report. The bill also requires analysis and development of a timeline for creating an electronic system for submitting and storing these disclosure reports, with findings to be reported to Congress.
