Each hub must meet strict security requirements, comply with export control regulations, and ensure no participation by foreign entities of concern, while the federal government will fund no more than 50 percent of each hub's annual operating costs. The legislation also requires annual progress reports from hubs and independent evaluations of the program to assess its effectiveness in advancing national security priorities and return on investment.
