119th (2025–2027)
H.R. 1979
The Legislative Line Item Veto Act of 2025 would grant the President new power to propose canceling specific spending programs and narrow tax provisions from enacted legislation, with Congress required to vote on expedited approval bills to accept or reject each proposal within a set timeframe. Once the President identifies items for cancellation, spending and tax benefits can be temporarily withheld for up to 60 days while Congress considers the proposals, with any savings directed toward deficit reduction. The bill establishes procedures for congressional committees to flag narrow tax provisions ("targeted tax benefits") in revenue bills, which the President could then propose to cancel, though Congress retains authority to block such cancellations by rejecting the approval bills. The legislation prohibits the President from using cancellation threats as leverage to influence how members of Congress vote. The bill would operate for six years, expiring on October 1, 2031.
