This bill creates the Senate NATO Observer Group, a bipartisan group of senators tasked with advising the Senate on matters related to NATO, including NATO expansion and negotiations. The group will serve as a forum for issues that cross multiple Senate committees and will coordinate between the Senate, the executive branch, NATO members, and countries seeking NATO membership. Beginning with the 120th Congress, the Senate's majority and minority leaders will each appoint up to seven senators, with each leader designating one co-chair; during the current 119th Congress, the leaders will establish the group's structure through the Congressional Record. The co-chairs and one designated staff member are authorized to travel abroad for official purposes with the other co-chair's approval, and the Senate's Office of Interparliamentary Services will provide administrative support. The co-chairs may use foreign currency funds for group activities, and the group must submit annual reports to Senate leadership and the Foreign Relations Committee on its activities, travel, legislative efforts, and public diplomacy initiatives.
