The ENROLL Act expands and strengthens the federal health insurance navigator program, which helps consumers understand and enroll in health coverage. The bill requires navigators to assist people with Medicaid, children's health insurance, and qualified health plans; to conduct public education in plain language; and to maintain physical presence in their states for in-person help. The legislation also changes how federal health insurance exchanges select navigator grant recipients, prioritizing entities' capacity to perform their duties and requiring exchanges to award at least one grant annually to community-focused nonprofits. To fund these expanded navigator services, the bill dedicates $100 million annually starting in fiscal year 2026 from user fees charged to health insurance issuers, with these funds remaining available until spent. The changes take effect for health insurance plans beginning January 1, 2026.
