The RAPID Reserve Act directs the Secretary of Health and Human Services to establish a program that maintains strategic reserves of critical drugs and active pharmaceutical ingredients identified as having vulnerable supply chains. Under this program, the government will award contracts or cooperative agreements to eligible drug manufacturers and distributors requiring them to maintain at least a six-month supply of specified drugs and their ingredients in domestic or OECD-country facilities, with regular replenishment of recently manufactured stock. The bill prioritizes domestic manufacturing capacity and gives preference to entities using domestic establishments or sourcing from OECD countries, while allowing the government to direct allocation of reserves during public health emergencies, natural disasters, or chemical, biological, radiological, or nuclear threats. The Department of Health and Human Services must issue guidance within 180 days on how to select vulnerable drugs and eligible entities, and report to Congress every two years on program effectiveness. The legislation authorizes $500 million in funding for fiscal year 2026 to implement this initiative.
