This bill targets the illegal importation and spread of machinegun conversion devices—parts or combinations of parts designed to convert regular weapons into fully automatic machine guns. Within 120 days of enactment, the Attorney General, Secretary of Homeland Security, and Secretary of the Treasury must develop and implement a coordinated strategy to detect, intercept, and seize these devices at ports of entry and domestically, including those made with 3D printing technology. The strategy requires improved coordination between federal, state, and local law enforcement agencies, enhanced training programs, and data collection to identify trafficking patterns and vulnerabilities. The bill also expands asset forfeiture laws to include proceeds from illegal machine gun trafficking and requires the Attorney General to include machinegun conversion device information in the annual firearms trafficking report, specifying where recovered devices originate. Federal agencies must report to Congress within 120 days and provide updates every two years on implementation progress.
