The bill also requires DHS to conduct research and development within one year on technologies and techniques to help federal, state, local, and tribal officials counter transnational repression threats, while maintaining compliance with constitutional protections and civil liberties laws. The legislation specifically defines transnational repression to include coercion, harassment, threats of violence, retaliation against people exercising free speech rights, and extrajudicial killings when perpetrated by foreign governments against U.S. persons or activities occurring within the United States.
