H.R. 2118 creates a temporary "Ukrainian guest status" for Ukrainian nationals who were admitted to the United States through a special parole program that began in April 2022. The bill grants these individuals legal permission to work in the United States while they remain in guest status. The status would automatically expire 120 days after the Secretary of State determines that hostilities in Ukraine have ended and conditions are safe for civilians to return home. The law allows the Department of Homeland Security to revoke the status for individuals convicted of serious crimes or otherwise deemed security threats. This legislation essentially formalizes and extends legal protections for Ukrainian refugees already in the country during the ongoing conflict.
