This bill authorizes the U.S. government to support Ukraine in identifying, recovering, and seeking justice for Ukrainian children abducted by Russia. The Department of Justice, State Department, and Department of Homeland Security are directed to provide technical assistance to Ukrainian investigators, including help with biometric identification, intelligence analysis, and database management. The bill also authorizes funding for rehabilitation and reintegration services—such as medical care, psychological support, and legal aid—for recovered children through the State Department and USAID. To hold perpetrators accountable, the legislation supports Ukraine's prosecutors in investigating and prosecuting abduction cases and other war crimes, while also directing the State Department to report on alignment of U.S., British, and European Union sanctions against those responsible. The bill permits the President to use seized Russian assets within the United States to support these recovery and accountability efforts. Congressional committees must receive reports within 60 days of enactment detailing current and planned assistance programs and sanctions coordination efforts.
