H.R. 2121 establishes a 23-member Commission to study whether the United States should create a National Museum of Irish American History in Washington, DC. The Commission will examine key issues including potential museum locations, estimated construction and operating costs, whether it should be part of the Smithsonian Institution, and how to engage the Irish American community in its development. The bill requires the Commission to develop a fundraising plan aimed at supporting the museum's construction and indefinite operation without relying on federal appropriations, and to obtain an independent review of that plan's viability. Commission members will be appointed by the President and congressional leaders within six months of the bill's enactment and will serve without pay. The Commission must submit its final reports and recommendations to Congress within 24 months of its first meeting, with legislative recommendations to follow within 12 additional months. The bill authorizes $2.1 million for the first fiscal year and $1.1 million for the second fiscal year to support the Commission's work, after which the Commission will terminate 30 days following submission of its final reports.
