The Small Business Transportation Investment Act of 2025 directs the General Services Administration (GSA) to establish a three-year pilot program allowing small businesses in the for-hire ground transportation industry—such as taxi, rideshare, shuttle, and medical transport companies—to purchase vehicles through the federal government's vehicle supply schedules at cost-effective prices. Participating small businesses must agree to use purchased vehicles for at least two years for transportation service, limit purchases to 50 vehicles per fiscal year, and donate one out of every five vehicles to local nonprofits after use. The program aims to help small transportation providers modernize their fleets with environmentally friendly vehicles while reducing costs. The GSA must submit annual reports to Congress tracking participation, cost savings, and environmental benefits, followed by a final assessment within three years on whether to continue or expand the program.
