The NATO Burden Sharing Report Act requires the Secretary of Defense to submit detailed annual reports to Congress by March 1st each year measuring how much NATO allies and NATO membership candidates are contributing to their own defense and to military operations alongside the United States. The reports must cover each country's defense spending, military capabilities, contributions to Ukraine, defense industrial capacity, and any military limitations those countries impose on their forces. The legislation expresses Congress's view that the U.S. is carrying too much of the burden for European security while some NATO members fail to meet defense spending targets, and it calls on the President to push NATO members to take on greater security responsibilities. The reports will be unclassified but may include classified sections, and they must be made available to all members of Congress. No new funding is authorized in the bill, as it simply mandates an existing reporting requirement be continued and expanded.
