The United Nations Voting Accountability Act of 2025 would prohibit the United States from providing foreign assistance to countries that vote against U.S. positions in the United Nations General Assembly or Security Council more than half the time, or that sponsor resolutions disproportionately targeting the United States and its allies. The bill affects all recipient countries of U.S. aid, including economic support, military training and financing, and assistance provided through international organizations. The Secretary of State can grant temporary exemptions only if a country experiences a fundamental change in government and leadership that results in alignment with U.S. voting positions, and must notify Congress about any exemptions granted. The law would take effect after March 31, 2026, when the next annual UN voting comparison report is submitted to Congress, and uses existing State Department voting records to determine which countries qualify for the aid restriction.
