This bill directs the Secretary of Energy to study whether the United States should create a national strategic propane reserve—similar to the existing Strategic Petroleum Reserve—to protect against regional propane supply disruptions. Within 180 days of enactment, the Department of Energy must assess the current propane supply chain, evaluate past and potential future supply disruptions, and identify the best locations and methods for storing propane reserves. The study must also examine how such a reserve would affect different consumers (households, farmers, and the military), analyze market implications, and evaluate alternative solutions to a strategic reserve. Following completion of the study, the Secretary has an additional 180 days to develop a detailed implementation plan and submit recommendations to Congress on whether establishing the reserve is feasible and worthwhile. The bill encourages coordination with the propane industry throughout the study and planning process.
