The Protecting America's Diplomatic Workforce Act limits and increases oversight of layoffs affecting U.S. diplomatic and foreign service workers. The bill caps reductions in force at no more than 50 employees per covered agency during any six-month period, unless the agency first provides Congress with a detailed justification at least 20 days in advance explaining why layoffs are necessary, how alternatives were considered, and what impact the cuts will have on diplomatic operations and national security. The legislation applies to the State Department, USAID, Peace Corps, and several other international affairs agencies. For Foreign Service employees, the bill requires a competitive evaluation process based primarily on performance ratings, guarantees at least 60 days' notice before separation (120 days when possible), and gives the Foreign Service Grievances Board authority to hear appeals. Additionally, any changes to the State Department's Foreign Affairs Manual must be reported to Congress 30 days in advance.
