The Rural Recovery Act of 2025 directs the U.S. Department of Agriculture to establish a new program providing technical assistance to rural communities recovering from presidentially declared disasters. The program will help eligible rural communities (those with populations under 20,000) plan recovery efforts, identify funding sources, and prepare applications for federal and state disaster recovery assistance across areas like housing, water systems, energy infrastructure, and local government facilities. Technical assistance will be delivered through state agricultural offices or contracted nonprofit organizations, with priority given to serving multiple affected communities equitably. Communities can receive support for up to three years following a disaster declaration, with possible extensions on a case-by-case basis, and funding will be distributed based on the population affected. Congress has authorized $50 million annually to support the program.
