H.R. 2282 restructures federal child care assistance by expanding parental choice and increasing support for relative and religious providers. The bill increases federal funding to $14 billion annually from 2026 through 2031 and requires states to give child care certificates to eligible families, allowing them to choose from a broader range of providers including relatives and religious organizations. It reduces regulatory requirements for relative caregivers and religious providers while protecting religious organizations' ability to operate according to their beliefs, including hiring based on religious adherence and offering religiously-instructional services. The legislation also establishes $50 million pilot programs to combat fraud and to identify and reduce regulations that prevent family members from serving as caregivers. Finally, the bill repeals the existing federal tax credit for child care expenses, effective for tax years beginning after enactment, eliminating a long-standing tax benefit for working parents.
