The bill exempts organizations that solicit funds abroad specifically for humanitarian assistance and organizations already filing lobbying disclosure reports. These requirements take effect 30 days after the bill becomes law. The legislation aims to increase transparency around foreign influence in U.S. nonprofits while giving the State Department authority to designate additional countries of concern beyond those specifically listed.
