Referred to the Committee on Foreign Affairs, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Pakistan Democracy Act authorizes the U.S. government to impose sanctions against Pakistani officials and military personnel responsible for wrongfully persecuting and imprisoning political opponents, including former Prime Minister Imran Khan. The bill specifically requires the Secretary of State and Treasury to sanction General Asim Munir, Pakistan's Chief of Army Staff, within 180 days of enactment under the Global Magnitsky Human Rights Accountability Act. Additionally, the President must identify other Pakistani government and military officials involved in undermining democracy and imprisoning political detainees, making them ineligible for U.S. visas and entry into the United States, with existing visas subject to immediate revocation. The President can waive sanctions only if military rule ends in Pakistan, civilian-led democracy is restored, and all wrongfully detained political prisoners are released, or in cases where national interests require it. Congress must be briefed within 90 days on any individuals identified for sanctions and the specific facts justifying each determination.
