The State Accountability for Federal Deployment Costs Act of 2025 would require states to reimburse the federal government for military deployment costs when federal troops are sent to handle civil unrest linked to immigration enforcement operations. Specifically, when the Department of Defense deploys military personnel—including National Guard units—in response to disturbances caused by a state's failure to cooperate with federal immigration enforcement, the Secretary of Defense would invoice the governor for all related expenses, including travel, lodging, meals, and transportation. The Department of Homeland Security and Attorney General would jointly determine whether a state actually failed to cooperate with immigration operations. States would have 180 days to pay invoices, and if they refuse, the President could withhold federal discretionary grants to the state as a penalty. The bill essentially makes states financially liable for military deployment costs when they do not assist with federal immigration enforcement activities.
