Referred to the Committee on Education and Workforce, and in addition to the Committees on Armed Services, Foreign Affairs, and Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Unity through Service Act establishes a new Interagency Council on Service tasked with coordinating and promoting opportunities for military service, national service (like Peace Corps and AmeriCorps), and public sector employment across the federal government. The Council, chaired by the President and composed of representatives from 17 federal agencies, will develop recruitment strategies, share best practices among agencies, and submit a comprehensive "Service Strategy" to Congress every four years beginning two years after enactment. The legislation also directs the Department of Defense, Peace Corps, and Corporation for National and Community Service to conduct joint market research and coordinate advertising campaigns, while amending existing law to help military service members transition into national or public service opportunities. Additionally, the law requires reports to Congress within four years and every four years thereafter assessing cross-agency recruitment initiatives, and mandates a separate study within nine months on the effectiveness of past advertising campaigns and the impact of vaccine requirements on recruitment and retention. Notably, the bill authorizes no additional federal funding, requiring agencies to use existing appropriations for these new responsibilities.
