These systems would be available to military bases, forward operating bases, and partner security forces to support border security and counternarcotics operations while preventing unauthorized use of military assets. The bill explicitly prohibits the military from using open-air burn pits to dispose of contraband, classified equipment, or hazardous waste, addressing longstanding concerns about environmental and health impacts from burn pit operations. To fund this effort, Congress would provide $8.95 million in fiscal year 2026 for procurement of the new disposal systems, offset by an equal reduction in funding for open-air burn pit operations in overseas contingency operations.
