This bill directs the Environmental Protection Agency to establish a program strengthening the security and resilience of the nation's drinking water and wastewater systems against both cyber threats and natural disasters. The program would encourage water utilities to join the Water Information Sharing and Analysis Center (Water ISAC), a voluntary organization that collects and analyzes threat information across the water sector, and would help offset membership costs for participating systems. The EPA would also expand coordination with Water ISAC to improve incident data collection and provide utilities with better tools and resources to identify, prevent, and respond to attacks or natural hazards. The bill authorizes $10 million annually for fiscal years 2026 and 2027 to fund these efforts. The EPA must have the program operational within one year of the bill's enactment.
