The Healing Partnerships for Survivors Act amends federal law to create a new grant program supporting sexual assault survivors through partnerships between healthcare providers and community-based sexual assault organizations. The bill authorizes the Department of Health and Human Services to award grants to state sexual assault coalitions, tribal organizations, and nonprofit sexual assault programs to develop trauma-informed services including counseling, substance abuse treatment, temporary housing, and case management for survivors of all ages, including adult survivors of childhood sexual abuse. Eligible organizations can also receive funding for staff training and technical assistance to ensure culturally relevant and privacy-protected responses. The legislation authorizes $30 million annually from 2026 through 2030 for these grants, with up to 10 percent of funds designated for technical assistance providers and $5 million annually for federal administration and program evaluation.
