Additionally, it strengthens employer and plan sponsors' rights to access claims data from insurers, administrators, and pharmacy benefit managers, and imposes penalties on service providers that improperly restrict such data sharing. Most provisions take effect within one to two years of enactment, with the Department of Health and Human Services and Department of Labor authorized to receive necessary funding for implementation and enforcement starting in fiscal year 2026.
