This bill modifies federal transit funding programs to encourage states and cities to adopt policies that make it easier to build housing near public transportation. The bill defines "pro-housing policies" as any state or local action that removes obstacles to building or preserving housing, particularly affordable units for low-income residents. Transit projects that can demonstrate they serve areas with strong pro-housing policies will receive higher scores in the federal funding competition, making them more likely to receive federal dollars. The Secretary of Transportation, in consultation with the Secretary of Housing and Urban Development, will evaluate and measure how many housing units—particularly affordable ones—are expected to result from these policies over the life of the transit project.
