The Stop Anarchists From Endangering Cities Act directs the Attorney General to create and maintain a list of "anarchist jurisdictions"—defined as states or local governments that have failed to take reasonable steps to prevent violence and property destruction. Within 14 days of the bill's enactment, the Attorney General must publish this list on the Department of Justice website in consultation with the Homeland Security Secretary and the Office of Management and Budget Director, with updates at least every 180 days. In determining which jurisdictions qualify, the bill considers whether a jurisdiction prevents law enforcement from restoring order during violence, blocks police from policing certain areas, has defunded law enforcement, or refuses federal law enforcement assistance. The legislation also directs federal agencies to restrict or otherwise disfavor listed jurisdictions from receiving federal grants where agencies have the legal discretion to do so.
