This bill requires colleges and secondary schools that receive federal funding to develop and implement emergency action plans specifically for treating heat-related illnesses among student athletes. Named after a University of Maryland football player who died from untreated heatstroke in 2018, the legislation mandates that schools create detailed plans within one year that include symptom identification, coordination with local emergency responders, proper placement of defibrillators and cold water immersion equipment, and annual training for athletes, coaches, medical staff, and other relevant personnel. Schools must post these plans in locker rooms, training facilities, and athletic venues, and share them on their websites. The bill also recommends schools use the Wet-Bulb Globe Temperature index to assess heat risk and ensure defibrillators are accessible within three minutes of any sporting venue. Additionally, the Department of Education is directed to inform schools about available federal grants to support heat illness prevention training and equipment acquisition, with compliance reports due annually to Congress.
