The ARMOR Act of 2025 directs the Army to launch a pilot program that will deploy advanced nuclear reactors—either small modular reactors or micro-reactors—to power critical facilities at Army installations across the United States, with the goal of achieving operational resilience through independent energy sources. The reactors can generate up to 300 megawatts and may be owned and operated by contractors, licensed commercially by the Nuclear Regulatory Commission, or potentially co-located with artificial intelligence and data center infrastructure. The bill also authorizes the military to sign long-term contracts lasting up to 50 years for nuclear energy production and allows the Defense Department's Office of Strategic Capital to invest in nuclear energy and nuclear technology projects. The pilot program must be operational by December 31, 2030, and the authority to develop and build these reactors expires on December 31, 2035, though other military departments can join the program if approved by the Secretary of Defense. The legislation includes funding flexibility, allowing the costs to be paid from existing appropriations designated for these purposes.
