The bill establishes a steering committee led by the EPA Administrator to coordinate efforts among 15 federal agencies (including NOAA, HUD, and the Army Corps of Engineers) to provide technical assistance, funding, and support for water quality improvement projects, community engagement, and infrastructure development in designated partnership locations. The legislation authorizes $10 million annually from fiscal years 2026 through 2030 and requires annual reports to Congress documenting progress on local partnership workplans and the use of federal funds. The bill also allows communities currently receiving federal support but not formally designated as partnership locations to apply for formal designation, which would bring dedicated funding and a local coordinator known as an Urban Waters ambassador.
