Referred to the Committee on Transportation and Infrastructure, and in addition to the Committees on Natural Resources, and Appropriations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Urban Waters Federal Partnership Act of 2025 requires the Environmental Protection Agency, Department of the Interior, and Department of Agriculture to maintain and expand a federal program that helps reconnect urban communities—particularly low-income and economically distressed areas—with their local waterways. The bill establishes a steering committee led by the EPA Administrator to coordinate efforts among 15 federal agencies (including NOAA, HUD, and the Army Corps of Engineers) to provide technical assistance, funding, and support for water quality improvement projects, community engagement, and infrastructure development in designated partnership locations. The legislation authorizes $10 million annually from fiscal years 2026 through 2030 and requires annual reports to Congress documenting progress on local partnership workplans and the use of federal funds. The bill also allows communities currently receiving federal support but not formally designated as partnership locations to apply for formal designation, which would bring dedicated funding and a local coordinator known as an Urban Waters ambassador.
