This bill reorganizes how the Department of Veterans Affairs (VA) manages construction, facilities, procurement, and acquisition activities. It consolidates these functions—currently scattered across the Veterans Benefits Administration, Veterans Health Administration, and National Cemetery Administration—under a single Director of Construction and Facilities Management and a Chief Acquisition Officer to create a more streamlined and effective approach. The VA has one year from the law's enactment to complete this reorganization, including establishing regional offices that mirror the VA's existing health care network boundaries. The bill also requires the VA to at least double (but not exceed quadruple) its acquisition internship program participants by September 30 of the first fiscal year after enactment to build up its workforce of acquisition specialists. The Secretary must report to Congress within 90 days on recruitment and retention plans and within 390 days on how the consolidation was implemented.
