This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to work together to reduce red tape in rural housing projects. Within 180 days of the bill's enactment, the two agencies must create a memorandum of understanding that streamlines environmental reviews, determines which agency takes the lead on different projects, and explores whether they can conduct joint inspections for housing funded by both departments. The bill also requires the agencies to establish an advisory working group with representatives from housing nonprofits, builders, property managers, state agencies, and residents to provide input on implementation. Within one year, HUD and USDA must report to Congress with recommendations for making the housing development process faster and more efficient, while ensuring that residents don't lose safety protections, face higher costs, or see environmental standards weakened.
