The Healthy H2O Act creates a new federal grant program to help rural residents and small property owners improve their drinking water quality by purchasing and installing water filtration systems and related products. Eligible recipients can use grants to buy certified filtration products, pay for professional installation and maintenance, and conduct water quality testing, with assistance capped at 150 percent of median nonmetropolitan household income. The bill prioritizes funding for private well users and requires the Department of Agriculture to prioritize access for rural communities facing immediate water quality challenges. The program is authorized $10 million annually from fiscal years 2026 through 2030, with the Department required to submit yearly reports to Congress on program outcomes, emerging water quality issues, and recommendations for expanding access to safe drinking water solutions.
