The Organic Dairy Assistance, Investment, and Reporting Yields Act of 2025 aims to strengthen support for organic dairy farmers and processors across the United States. The bill expands emergency disaster assistance to organic dairy farmers facing losses beyond what other agriculture programs cover, particularly those experiencing rising feed costs that reduce income by more than 10 percent annually. It also requires the U.S. Department of Agriculture to establish better data collection systems, including a new monthly Organic All Milk Prices Survey and comprehensive cost-of-production reports comparable to those for conventional milk, to be completed within 90 to 180 days of enactment. The legislation directs the Secretary of Agriculture to develop a specialized safety net program for organic dairy farms within one year and to invest in regional processing infrastructure and expertise, authorizing $20 million annually through 2029 for infrastructure improvements and $5 million yearly for regional dairy market specialists who will help support local organic dairy markets and explore insurance options.
