First, it would restore Medicaid's original cost-sharing rules by repealing modifications that senators argue increased out-of-pocket expenses for sick individuals on Medicaid. Second, it would reverse changes to Medicare's drug price negotiation program that had excluded orphan drugs (medications for rare diseases) from price negotiations. The bill rescinds all funding that was allocated for these prior changes. Introduced by Senators Welch and Wyden in July 2025, the legislation was referred to the Senate Finance Committee and aims to lower costs for patients with serious and rare illnesses.
