H.R. 2475, the Youth Homelessness Guaranteed Income Pilot Program Act of 2025, establishes a three-year pilot program to assist approximately 105,000 homeless individuals aged 18-29 and emancipated minors through housing navigation, financial coaching, workforce development, and educational support. About half of participants will also receive monthly cash payments of at least $1,400 or the area's fair market rent, while the program ensures that benefits do not affect eligibility for other federal or state assistance. The bill creates an independent research study to evaluate the program's impact on housing stability, economic outcomes, health, and public service costs, along with a National Youth Economic Advisory Council that includes representatives from homeless youth organizations, civil rights groups, LGBTQ+ advocates, and research institutions to oversee implementation and study design. The program will prioritize participant privacy and gather interim and final reports to Congress to measure overall effectiveness in addressing youth homelessness.
