S. 2502, the Preventing the Forced Return of Uyghurs Act of 2025, would bar current and former government officials involved in forcibly returning Uyghurs and other persecuted ethnic or religious groups to China from entering the United States or obtaining visas and immigration benefits. The Secretary of State would identify and deny entry to these officials, and would simultaneously refer them to the Treasury Department's Office of Foreign Assets Control to potentially freeze their U.S. assets and block financial transactions. The bill allows for waivers if the Secretary of State determines that admission is in the national interest or if circumstances have changed sufficiently. The State Department would be required to report to Congress every 180 days on officials denied admission and any waivers granted, with reports continuing until the law expires five years after enactment.
