The legislation responds to Russia's invasion of Ukraine and its control of key nuclear infrastructure, recognizing that Russia dominates significant portions of the global nuclear fuel supply chain. The strategy must assess different reactor types and fuel cycles suitable for European deployment, evaluate opportunities for U.S. and allied technologies to replace Russian alternatives, and analyze U.S. diplomatic efforts and cooperation potential with individual European countries. The Secretary of State must submit this strategy to Congress within 120 days of enactment. The bill authorizes $30 million annually from 2025 through 2029 to support nuclear capacity building, early-stage project assistance, and counter Russian disinformation efforts in Europe, with a priority on promoting American and allied nuclear technologies over Russian competitors.
