H.R. 2510 establishes a formal security partnership between the United States, Israel, Greece, and Cyprus to combat terrorism and enhance maritime security in the Eastern Mediterranean region. The bill creates two new coordination groups—one for lawmakers and one for executive branch officials—that will regularly meet to coordinate joint training, intelligence sharing, and military exercises among the four countries. It also establishes two new training programs called CERBERUS and TRIREME at military bases in Cyprus and Greece, while authorizing approximately $21.5 million in funding through fiscal year 2029 for facilities, equipment, and training. Additionally, the legislation removes previous restrictions on defense assistance to Cyprus and requires the Defense and State Departments to report regularly to Congress on how the partnership is being implemented and what results the training programs achieve.
