This bill upgrades the existing César E. Chávez National Monument in Keene, California, to a full National Historical Park dedicated to preserving the legacy of farmworker activism and César Chávez's contributions to American history. The park can expand to include three additional significant sites: the Forty Acres in Delano, California; Santa Rita Center in Phoenix, Arizona; and McDonnell Hall in San Jose, California—though these sites must be acquired or managed through agreements before formal inclusion. The Secretary of the Interior will have three years to develop a management plan and can explore adding more farmworker movement-related sites in California, Arizona, or beyond. The bill also directs the National Park Service to study designating the 1966 farmworker march route from Delano to Sacramento as a National Historic Trail, promoting interpretation programs along the historic path.
