The Veteran Families Health Services Act of 2025 establishes comprehensive reproductive health and family-building benefits for active-duty military members, veterans, and their families. Under the bill, the Department of Defense must provide fertility treatments—including up to three egg retrievals, unlimited embryo transfers for in vitro fertilization, and cryopreservation of reproductive genetic material—to service members and their spouses or partners, with the Veterans Administration extending similar fertility services and counseling to eligible veterans after they leave the military. The bill also authorizes VA reimbursement for up to three adoptions per veteran regardless of marital status or sexual orientation, along with adoption assistance services. The VA is required to help veterans navigate these services, coordinate care during the transition from military to veteran status, and conduct research on reproductive health outcomes by 2027, while retaining no ownership over stored reproductive materials and playing no role in surrogacy arrangements.
