119th (2025–2027)
H.R. 2553
The Capping Prescription Costs Act of 2025 sets annual limits on how much individuals and families must pay out-of-pocket for prescription drugs covered by their health insurance plans. Starting in 2026, individuals would pay no more than $2,000 per year and families no more than $4,000 per year for prescription drug costs. The law applies to all major types of health insurance plans, including those offered through the Affordable Care Act marketplace, employer-sponsored group plans, and plans covered under employee retirement programs. After 2026, these caps will increase annually by the rate of medical inflation, rounded to the nearest $5. The changes take effect for plan years beginning on January 1, 2026, and are intended to make prescription medications more affordable for millions of Americans by capping their medication expenses regardless of income level.
