This bill directs federal agencies to develop and implement a strategy for transitioning to quantum-resistant encryption technology, known as post-quantum cryptography. Within 180 days of enactment, a congressional subcommittee must create a comprehensive migration strategy that defines what constitutes a quantum threat, sets standards for federal agencies, assesses the urgency of switching for each agency based on their critical functions, and establishes performance measures for the transition process. The bill also requires federal agencies overseeing critical infrastructure sectors to upgrade at least one high-security system to post-quantum cryptography by January 1, 2027, as part of a pilot program. Additionally, the Office of Electronic Government must survey federal agencies to determine the full cost and resource requirements for agency-wide migration and provide recommendations on encouraging private-sector adoption. Congress will receive a comprehensive report within one year, and the Government Accountability Office will thereafter conduct annual assessments of agencies' progress in implementing these new security standards.
