This bill aims to help Brazil crack down on criminal networks driving illegal fishing, mining, logging, and land-clearing in the Amazon, while also encouraging sustainable U.S. investment there. It calls on the U.S. International Development Finance Corporation to identify viable economic opportunities and investment risks in the region, with a report due to Congress within 180 days. The State Department, working with other federal agencies, would provide training, technical assistance, and support for Brazilian law enforcement to trace criminal proceeds, investigate corruption and environmental crimes, and protect indigenous and local communities, with progress reports due annually for five years. The legislation also directs the Treasury Department to use America's influence at international financial institutions like the World Bank and IMF to promote sustainable development and oppose loans that would worsen deforestation. It authorizes up to $10 million per year from 2025 through 2028 for these anti-crime efforts, and requires a separate report examining how U.S. consumer demand and Chinese activity contribute to Amazon deforestation.
