H.R. 2594 establishes a Water Risk and Resilience Organization (WRRO) to develop cybersecurity standards for drinking water and wastewater systems serving 3,300 or more people. The Environmental Protection Agency would certify one organization to create and enforce these cybersecurity requirements, with the WRRO monitoring compliance through annual self-assessments and inspections every five years. Water systems that violate the cybersecurity standards could face penalties up to $25,000 per day, with collected penalties funding WRRO training programs. The EPA must issue final regulations within 270 days, and the legislation authorizes $10 million in funding for the WRRO's operations. States retain authority to set their own water safety standards as long as they do not conflict with the federal cybersecurity requirements.
