S. 2601 streamlines how the U.S. military plans and budgets for its cyber operations by giving the U.S. Cyber Command direct control over planning and budgeting for its cyber mission force. Under this bill, the Cyber Command leader will prepare separate budget requests and congressional justifications for cyber operations, rather than having those requests mixed in with other military departments. The bill requires the Cyber Command and military departments to coordinate with each other on reserve component cyber funding before submitting their budgets. The changes do not cover military pay or facility support costs, which remain with individual military departments. This legislation aims to improve coordination and transparency in how the Pentagon allocates resources for cybersecurity operations.
