Referred to the Committee on Foreign Affairs, and in addition to the Committees on the Judiciary, Financial Services, and Intelligence (Permanent Select), for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Maximum Support Act establishes a comprehensive U.S. government program to promote internet freedom and democratic change in Iran. The bill creates an interagency task force to provide Iranians with tools to bypass government censorship—including VPNs, satellite internet access, and cybersecurity support for activists and journalists—while authorizing the confiscation of Iranian government assets in U.S. jurisdiction to fund these efforts and support humanitarian aid and human rights documentation. The legislation also directs the State Department to evaluate whether Iran's Ministry of Intelligence and Security qualifies as a foreign terrorist organization within 90 days and to develop strategies within 180 days to encourage defections from Iranian officials through secure communications, financial incentives, and international coordination. Additionally, the bill requires strategies to ensure U.S. sanctions don't block Iranians' access to internet freedom technologies and directs the President to coordinate a broader diplomatic, economic, intelligence, and media campaign across federal agencies to support Iran's transition to democracy.
