The PIGS Act of 2025 would amend the Animal Welfare Act to prohibit pig farmers from confining pregnant breeding pigs in ways that prevent them from lying down, standing up, or turning around freely. Starting December 31, 2025, the law would also require a minimum of 24 square feet of usable floor space per pig. The bill would apply nationwide one year after enactment, though it includes narrow exceptions for transportation, veterinary care, the five days before birth, and humane slaughter. To help the pork industry comply, the legislation would direct the National Pork Board to allocate at least $10 million from pork assessment fees over two years to assist pig producers with the transition, prioritizing independent farmers who own their own animals. Violations would be subject to penalties enforced under existing animal health protection laws.
